Josh Scholer is an associate in Hawley Troxell’s Litigation and Governmental Affairs practice groups in Boise. He earned his J.D. from the University of Idaho College of Law and his B.A. in Political Science from Boise State University.
Josh was the Deputy General Counsel and Bureau Chief of Regulatory & Legislative Affairs for the Executive Office of Idaho Governor Brad Little from 2022 to 2024, serving as the subject matter expert on Idaho’s rulemaking requirements under the Administrative Procedures Act. He acted as general counsel to the Division of Human Resources and Division of Financial Management, which included contract review and ensuring compliance with state and federal law. He assisted the Governor’s General Counsel by conducting legal research, drafting legal memoranda, and drafting motions and supporting briefs, as well as analyzing constitutionality of proposed legislation and potential executive policies.
After leaving the Governor’s Office, Josh spent a year practicing insurance defense at a small Boise law firm before joining Hawley Troxell in 2025.
