Hawley Troxell Welcomes Six New Attorneys to the Firm

Boise, Idaho – October 1, 2021. Hawley Troxell is pleased to announce attorneys, Hailee Elledge, Justin Fredin, Payton Hampton, Brandon Helgeson, Jonathan Wheatley, and Ron Williams have joined the firm. Hailee, Payton, Brandon, and Jonathan are 2021 graduates of law school. Justin and Ron come to the firm as seasoned and experienced attorneys.

Hailee Elledge is an associate in the firm’s Litigation and Insurance practice groups in Boise. She has experience drafting memorandum, decision orders, and plea litanies and did an externship with the U.S. District Court, District of Idaho with the Honorable Ronald E. Bush. Hailee participated in the Idaho Trial Lawyers Association Street Law Clinic and recognized her passion and enthusiasm for helping others.

Hailee received her J.D. from the University of Idaho College of Law in 2021, where she also was the Associate Editor for the Idaho Critical Legal Studies Journal. She received her B.A. Corporate Communications and Public Affairs and B.A. in Political Science from Southern Methodist University.

Justin Fredin is in the firm’s Business and Real Estate practice groups in Boise. Justin has a strong background in real estate and contract law, specifically land use law. Prior to joining Hawley Troxell, Justin spent nine years working with the Ada Country Highway District as in-house counsel, giving him wide experience in real estate, land use, entitlements, and development issues.

Justin received his J.D. from the University of Iowa College of Law with distinction in 2004, he also served as President of the J. Reuben Clark Law Society. He received his B.S. Major in Planning and Resource Management and German Minor cum laude from Brigham Young University.

Payton Hampton is an associate in the firm’s Litigation and Insurance practice groups in Pocatello.
During law school, Payton was an Executive Footnote Editor for the Utah Law Review, a Quinney Fellow, and a Teaching Assistant in the Legal Writing Program and the Academic Support Program. He was awarded Best Oralist and Best Team Brief from the University of Utah at the Giles Sutherland Rich Moot Court Competition. Payton also served as an intern for the U.S Army JAG Corps and an Extern on the Utah Court of Appeals.

Payton received his J.D. from the University of Utah S.J. Quinney College of Law in 2021. He received his B.A. Law and Constitutional Studies Economics from Utah State University.

Brandon Helgeson is an associate in the firm’s Public Finance and Local Government law practice group in Boise. During law school, Brandon was the Chief Managing Editor for the Idaho Law Review, a research assistant for two different professors, a legal writing and analysis teaching assistant, and a competitor in the Duberstein Bankruptcy Moot Court Competition held in New York in 2020. Before and during law school, Brandon gained considerable experience working in the title & escrow industry.

Brandon received his J.D. magna cum laude from University of Idaho College of Law in 2021. He received his B.A. Political Economy magna cum laude from College of Idaho.

Jonathan Wheatley is an associate in the firm’s Business, Health Care, and Intellectual Property and Internet Law practice groups in Boise. He has experience in contract drafting and review, healthcare regulatory compliance, business negotiations, taxation, and intellectual property.

Jonathan completed his M.S. in Accounting and Taxation at Boise State University and J.D from University of Idaho College of Law in 2021. He served as the Editor In Chief for the Idaho Law Review where he was responsible for all Law Review operations and publications. He received his B.S. in Health Science-emphasis in Health Policy and Leadership from Boise State University.

Ron Williams is an attorney in the firm’s Business, Environmental and Renewable Energy Law, and Public Finance and Local Government Law practice groups in Boise. His practice focuses on energy, telecommunications, business, and legislative and regulatory matters. Ron is general counsel, lobbyist, and executive director for the Idaho Cable Broadband Association (ICBA). He also serves as general counsel, lobbyist, and executive director for the Idaho Energy Resources Authority (IERA).

Ron currently advises industrial customers on electric power issues and represents large energy consumers before the Idaho Public Utilities Commission. He also counsels municipal and cooperative electric utilities on retail and wholesale electric matters and is also general counsel for Oregon Trail Electric Cooperative. Ron is active in renewable energy and independent power development – in negotiating contracts, at the Idaho Legislature, and before the Idaho PUC.

Ron received his J.D. from Northwestern School of Law, Lewis and Clark College. He received his undergraduate from the University of Idaho.
