Josh Scholer Joins Hawley Troxell

Hawley Troxell is pleased to announce attorney Josh Scholer has joined the firm. Josh is an associate in the firm’s Governmental Affairs and Litigation practice areas. Josh received his J.D. from the University of Idaho College of Law and his B.A. in Political Science from Boise State University.

Prior to joining Hawley Troxell, Josh was an associate with the GjordingǀFouser law firm, where he practiced insurance defense. Josh was also the Deputy General Counsel and Bureau Chief of Regulatory & Legislative Affairs for the Executive Office of Idaho Governor Brad Little from 2022 to 2024, serving as the subject matter expert on Idaho’s rulemaking requirements under the Administrative Procedures Act. He acted as general counsel to the Division of Human Resources and Division of Financial Management, which included contract review and ensuring compliance with state and federal law. He assisted the Governor’s General Counsel by conducting legal research, drafting legal memoranda, and drafting motions and supporting briefs, as well as analyzing constitutionality of proposed legislation and potential executive policies.

Josh is licensed to practice law in the state of Idaho, the United States District Court, District of Idaho, and the United States Court of Appeals, 9th Circuit.
